National scale banking systems implementation

Project Director, for 2 years, for one of the largest Central Bank projects undertaken in Europe. The project was a budget and time-constrained assignment funded by EU Phare, for the turnkey design, development, implementation, IT integration and 12-month operation of the Nationwide Interbank Payment System on behalf of the National Bank of Romania and its Facilities operator.

3 major IT systems were implemented (RTGS, ACH and Government Securities Registry Software, complete hardware, security and network infrastructure including a WAN, primary and disaster recovery site development, business continuity, training for over 200 staff from 41 banks, a complete review and re-drafting of the laws and regulations. Development of the internal management and its operator as well as interaction with all commercial banks and ministries, donor representatives.

The project went live successfully with all 41 participants across the 3 systems and met the criteria for the EU as part of its accession agreement for Romania.
